Things go from relatively hard to find (have to hook up with some patrons or owners, also bouncers in some disco club or late night bar) to ridiculously plain sight sales (like in Amsterdam, Prague, many Italian cities, Spain in which in Barcellona or San Sebastian you can easily find "over the counter" cocaine in most bars and night spots, most high end turistic spots around the world in which often waiters and room service cater directly to the customers and so on).
I am 47 and have smoked weed/haschish for over 20 years, I quit 7 years ago more or less, and have never ever had trouble buying all I wanted in most of the world (and I travelled a lot), actually for several years in my early 20s I used to have at least a couple of joits with me every day never skipping a single one.
So "war on drugs" is just bogus, a fairytale for certain voters created by politics.

Buying drugs in Europe is a peace of cake. Amsterdam people ask you if you "want to party" which is just them asking if you want snow. Prague...just walk in the square and ask any black guy (that's not me being racist, there it's just fact for the most part, lots of Africans migrate over and push drugs in the big square), and pretty much anywhere else. Marseille, Nice, Rimini, Berlin; someone will have what you're looking for.

It seems to me, the Mexican government is a lot to blame for the existence and involvement of drug cartels. Also, unfortunately, in this world, poverty and the lack of education + the lack of opportunity to thrive in your life through normal means, puts people in a bad spot and can bring them on a path of destruction - once they jump to it, in a lot of cases, there's no turning back. It's really sad :(
