    Years ago I worked on a local park shelter house project. We had businesses and contractors ready to donate the site surveying a bobcat to do the site leveling work, a local concrette company willing to donate the material and labor for the pad. a crew of contractors as volunteers to assemble the shelter, and mount the tables and the grills. The cost of the shelter package itself was $17,280. The parks department refused to let us do any work even though the contractors agreed to insure the project. The first notification from the parks dept. I recieved called for a enviromental impacr study costing $99,000. After my council person said that was bull they dropped thay requirement. By the time it was over it took 1-1/2 years and $47,000 dollars of tax money to get the project done. Alnost $30,000 dollars and a year later than we would have had it done.
