Property value increases if near water. -More casinos, rooftop venues, and resorts. -Historic landmarks and historic districts. -Public scooters, like the ones you see people riding around cities if they have the scooter app.

Would it be feasible to reduce the number of attractions in other parts of Montana to lure more people here, instead of trying to have too many attractions competing at once? If you need more people in the offices, you might need more transportation to and from the area. This usually gets rid of about half of the problem. If that doesn’t work, then try removing some commercial cubes from around the area. And yes, education helps, because with more educated workers, they can make more money and they won’t complain. You can just place the university you get without the dlc to help fix this. (and enough of every type of school, because that is how they base how educated people are. You can get rid of this problem ENTIRELY and in the whole city if you use the hadron collider, in the monuments. But before doing that, use “disable university boost” so people still attend your universities. If you do consider this option, load it in your city, let it run, and don’t save because the effects might vary from very good to total-destruction bad.)

I think park visitors are only counted if they go through a gate. And so if they enter through those elevated walkways or the walkway from the garage, they don't get counted!
My suggestion for those big empty lots would be, instead of filling them up with more buildings, turn them into plazas. It would make the two avenues feel like one main "strip." The plazas would be like a big median between the two sides of the strip. You could extend the pedestrian bridges to run between the major casinos, along with ground level walking paths going both directions, with nice manicured landscaping in places, and lined with palm trees, but don't turn it into a forest. Leave it mostly open to maintain that open air feeling between the casinos. You could even incorporate the Space Needle in the center of one of the lots, though I personally don't like the idea of using the Space Needle. To me, it's too iconic to Seattle and just feels out of place anywhere else.

You should really make all the highway offramps 2 lanes where they connect to junctions. It's a little idiculous to have traffic for left and right all have to queue in the same line for a stoplight, especially in such a busy area and backing up onto the highway
The incredible skill and beauty of this city build is offset by the completely dysfunctional literally everything lol. Every single building has all warning signs going, how can it ever work?
What if you did put some international airport cubes in your biggest transport hubs? (If it exists tho, idk😅) Anyway, international airports generates huge amounts of tourists, and that would be good for your parks.
Maybe this has been said already or is obvious but you might not have enough residential in las cruces, and the schools and offices are too far away from Montana.
Make people live in the casinos, not just like tiny 1x1 residential where like 3 people live, use massive skyscraper invisible blocks. it adds people going into that building and it adds people to the city that isn't just tourist

Yeah the whole tourism thing is the one thing I don't like about Cities skylines...like all those unique buildings are just parks....I wish they had some sort of use besides tourism capacity ....like the small concert and the sports dlcs.
