Of course, in some way. In this case supply of 35 year old ammo(worthless to the U.S. military as it has EXPIRED@25 years. but we still put a price tag on old stuff(even if we will never use it again) and sell it like it has NEVER BEEN USED. With the money received we build the next generation of ammo. We always done that. Every country does that kind of trading. The weapons still go "boom" MOST OF THE TIME(maybe there is the odd DUD) so the country is hoping it is all stable and good.(so it does not blow up in their barrels). That is HOW the U.S., Britain, France, Spain, Australia, is involved....supplying arms.
