Plex has had an option to match framerate, and even without the Shield it will match 24hz. Also if you have proper 3:2 pulldown settings on your TV you'll avoid tearing/stuttering as well. This is especially handy for OLED's with fast pixel response times, and long hold times running at 60hz without content matching on can actually smooth out motion without having to use motion smoothing. While 3:2 pull down was mostly made for broadcast television where framerate matching was not an option it does work on other sources. On LG televisions this setting is called Real Cinema.

Also for those who use Plex often as I do, it has a feature to match frame rate depending on the individual content you play. Enable this and it will solve this issue completely for anything you play in Plex.

I tried your setting at 24 fps and it's horrible The picture quality is laggy and the user interface stutters like crazy I put it back at 60 FPS and that's where I'm keeping it
This is good information but bad advice. On an nvidia shield pro + 4k TV setup, movies are not the only content people watch. TV streaming, games, webseries, youtube ALL have 60fps or higher, they get completely messed up @24fps ( just checked & reverted to 60). Maybe there is a way to uprate 24fps data to 60fps at the player level. Been watching movies forever on 60fps set on shield, did not notice anything half as bad as how the TV channels & webseries looked at 24fps.
Plex already has at the time of making this video with refresh rate matching with the Nvidia Shield. Just enable it in the app settings and keep your system at 59.940hz. Plex will automatically switch to 24hz , 30hz 60hz or whatever your video frame rate is.

I've tested this with a few apps and it works perfectly. Your suggestion toset to 23.976 will cause the ui and any content not at 23/24 fps to stutter

You could also map the "match frame rate" option to one of the "tri-bar" button press movements. For example, I removed the triple press for AI Demo mode and replaced with match frame rate. I leave mine on the 59.9hz, then use "match frame rate" button if a movie is 24p. This does break playback in some apps, and will blank the screen + pause the video, then revert to your default frame rate. On these apps it has to be done your way.

I changed the frame rate when using kodi and it did not change.But when i closed down Kodi and changed the frame rate and restarted Kodi the frame rate changed.Hope this helps.

It is not only on plex , it is with all other applications. Plex has refresh rate switching enabled already, it works perfectly fine on plex on Apple TV 4K.
Perhaps your frame rate match on Nvidia Shield is working for you which is in (beta) currently. Try Disney plus or any other app, netflix and see if your TV switches to 24hz. I have been part of threads on this topic on reddit and it never worked automatically.

this is wrong setting the output on shield tv to only 24 the ui is laggy just go into settings on plex and click on match frame rate and your done plex will then go from 60 on the ui to 24 when watching a movie
huh refresh rate in Hz is not the same as the frame rate! this is completely wrong. 24 fps is the number of frames per second the film was shot. It has nothing to do with the refresh rate. In fact you want a higher refresh rate 60HZ or more the less stuttering. For games generally 120Hz works best.

Plex matches the refresh rate automatically on the Nvidia Shield
The smarter way is to leave the Shield at 60Hz and setup the Plex client to frame rate switching.
Genuine question. If you are only viewing shows or movies on the shield, why would you want to leave it at 60hz?

I doubt Nvidia is doing much of anything to improve the SHIELD. That Match Framerate Beta thing has been there since it was released over 2 yrs ago.

I changed the frame rate when using kodi and it did not change.But when i closed down Kodi and changed the frame rate and restarted Kodi the frame rate changed.Hope this helps.

Make sure you are in PC resolution not in UHD TV resolution. I am using 4K HDR on my C1 using RTX 3080 without any issues.

Framerate matching only works on Apple TV 4K. On shield it has been in beta and never worked to match FPS.
