Obviously kids don't have to wear helmets. Are you sure people don't die on those roads? Safety is paramount in Phnom Penh.

Reality is they don't think it is important. Don't know why but I don't cringe about it as much anymore
but I'm sure that they would be upset if they were in an accident and the Kids got hurt... Who's fault is it... THIERS. Same for cars, The driver has to wear a seatbelt but the 3 kids playing in the front seat don't.
