I'm American so I can't speak for him, but he is referring to the war on terror and French control of Niger. The USA and France are fighting against terrorist groups in Niger, but their approach is only exacerbating the problem and now Mdou Moctar's people are stuck in a war between imperialist powers and radical terrorists, and good people are being caught in the crossfire. France and the USA also generally are trying to force their military presence upon developing nations, for better or for worse. It also is referring to the darker history that France had in colonizing Niger. Niger was a part of French colonial Africa and was treated about as well as any 1800's colony would be. Think about the attitude that Algeria has towards France. It's the same sort of thing.
