That piece of plastic Ollie got out first looked like a piece of the flange you could see on the surface. I bet they somehow managed to slam something onto the pipe, breake the flange and possibly push the other pipe down below the fresh poured concrete. Maybe a concrete truck reversed onto it.I guess they may have tried to flush some of it out and put a new flange on, but they did not check what was going on below. Not sure if they could still be held liable, but the sure deserve a call. Ripping and digging all that out and redoing it afterwards sure may cost a pretty penny, especially considering how deep that pipe is burried.

Those things take up lots of space. If just an inverter you need a big one plus a beefed up / maybe 2nd alternator plus additional batteries. If a generator, they are about the size of 2 - 3 of his vacuum cleaners. One thing to remember is that vacuum cleaners have huge in rush currents (when first turned on) so if a 2000 watt vacuum it might need about 3000 watts to start. 1 little 12 volt battery giving even 2000 watts (2000/12) is 166 amps (if the inverter is 100% efficient which its not) would fail quickly. Car batteries are 50 amp hour but mostly cold cranking amps. This means you'd flatten the battery in less than 15 minutes (most likely 4 minutes if the inverter didn't cut out due to low voltage) Even with the engine running (50 amp alternator) you'd kill the battery in less than 10 minutes [if your inverter didn't cut out from low voltage]. To give you an idea , I had a camper with 4 batteries [2 start as 24volts] and 2 aux, 500 watts of solar on a sunny day, the truck running giving 50 amps @ 24 volts with an inverter that could deliver 2000 watts continuously with a 3000 watt surge for 2 minutes (beefy unit) and a smaller vacuum running still made the inverter complain of low voltage after about 5 minutes. I didn't leave it on because I value my batteries and inverter.
I work in building maintenance and so many times when we get plumbers in with a camera to investigate frequent drain blockages, they find something messy tradies allowed into the pipes. Usually it's grout from tiles or concrete slurry.

I guess it's because we wouldn't want someone else stealing our electricity when we're not in, a bit like Ollie did with that neighbour's outdoor socket. If we do have external sockets they may well be connected to a switchable fused spur inside the property, so would mostly be isolated until power is required.
Generally most builders give you a certain number of points included in the build and if you want extra they charge you for everyone you want so it’s common where people want to save some cash to use them at a minimum outside

If that was the case, they may have sort of fixed up the pipe and a new flange, but they sure did not clean up their mess properly.

Worth a try if it's safe on PVC pipes rather than digging ?
