Yeva is usually the better option, being in the command zone. Ashaya can easily be tutored for, but the instant speed interaction that Yeva turns your deck into is far more valuable.
I play ashaya and is probably my favorite commander currently I will tell you this. Yeva is far stronger and whenever I have her on the board or I have cards with similar effects like that Vivien from war of the spark it changes how you play the game and creates some really unique game states. Ashaya on the other hand has some really interesting cards you get to play due to her ability to turn all your creatures to lands. Honestly I could see my self playing yeva over any other mono green commander if what I wanted was power and consistency though. Even if selvala feels stronger on paper
