I actually just cut the governor arm internally so it wouldn’t get in the way anywhere and just kept the rest of the arm in. It held up just fine. My only concern was it hitting something on the inside but I cut enough off to have the clearance to not have to be too concerned about it.
I don’t think so but I could be wrong. Either way, it isn’t hard to take off or reinstall. I’m sorry I couldn’t give you an accurate answer. It’s been a while since I’ve done a governor removal.
It’s a lot easier to get to all the little parts and position the engine in whatever way you need to if you do. I bet you could do a lot of it without but it’s only a few bolts to strip it down so why not.

Is it mandatory to remove the flywheel when doing a internal governor removal??

Do you have to remove the tank and all the other stuff to do this or just empty them?
