Stalin estimated that if he does full invasion of Finland, while Europe countries wouldn't fight on side of Finland, Germany can start fight against soviet union without any interference of Europe countries using casus belli of Finland liberation. So while actual reasoning of war from soviet side was done (move Finland borders from Leningrad), more practical was to put end to this war ASAP. And, what about casualties, well, Mannerheim line was nothing to joke about and bruteforcing it was a really-really bad idea.

Finland lost in some capacity the second time too, Provinces they fought so hard to protect were taken and also they weren't attacked by two superpowers at the same time and they weren't fucked by their allies like Poland was, they kinda were The ones fucking (they were allied to Germany and then turned 180 and went against them)
