You have to go to the festival of universe and interact with the certain character first. Then you must raise there friendship meter to 5 star max the same as you're raising an instructor friendship meter up. Afterward they will challenge you and once you win you will have access to a preset of that character having a festival skill. Do note if you don't have the dlc pass for characters like gogeta then you won't be able to do this.
No, this is official. You can get this by taking to Gogeta at the Festival of Universes area and then getting his camaradie up by choosing him. In offline parralel quests that's the quickest way
Nope! It's in the game. You need to find SSGSS Gogeta in the Festival of Universes, and complete some parallel quests (Use SSGSS Gogeta to up your chances to leveling him up more) or PvP and whatnot. Then, when you see SSGSS Gogeta capped up in level, talk to him and fight him. After you win, then you get a 3rd Preset with Comet Strike, Spirit Blaster, Punisher Shield, and Maximum Charge as your Supers, God Punisher (Festival) and Super Kamehameha as your Ultimates, and Punisher Guard as your Evasive. "Leave the rest to me!" as your Super Soul.
