Honestly seems like an easy fix and with the county and an RV park there should be enough to fix these issues. Atleast put a speed bump or two on the street, some metal bollards, more signs to light up the area, fix the leak and or fine someone and pay the lady for the damages.
Ya, then it's someone else's problem. It needs to be fixed. They need to put up signs, figure out the water issue, possibly add some double speed bumps, and certainly a very strong guard rail!
That's messed up because she'll have to pay higher insurance premiums due to all the claims she's had to file. Regardless if it were her fault or not. They will view her as a risk. Which in rurn will effect her mortgage payment if taxes and insurance are paid by the lender. More will have to be collected because of the increase for insurance.

Good luck to you Monique. I had a flaming drunk in a jalopy slam into my house at 1am New Years day in 2016. We lived at the end of a cul-du-sac and he allegedly made a wrong turn. It threw the mailbox into the house, and then the car crashed into the front bedroom (no one in there at the time) damaging a sewing cabinet and other furniture. It narrowly missed both my bedroom (right next to it) and the water shut off valve next to the front door. Dude in the hooptee was intoxicated had no insurance and a suspended license. He tried to turn around, but the yard was really narrow, and so was his judgement so he hit a shrub and them bumped into my dads car. His car was trashed, he left the front bumper on our front lawn as he backed out after hitting the wall/window and trying to turn around. They found him trying to fix his car just up the street and around the corner. The next day he came and offered to have he and his friends fix the damage. Eh, dude, no, our insurance will take care of it. Poor lady. One time is bad enough, but seven? The county really needs to fix that intersection then. Geez
Moral of the story: Do not buy a house in that sort of location at the end of a long street. There is a spot like that, North Durango dead ends at Vegas drive. A wall with some barricades and a house right behind that. Have never seen anything that has indicated an accident there but some drunk might just plow through that. Would never buy that house!
So lets blame the rain now for people driving too fast and losing control of their cars. This should have nothing to do with people who are obviously speeding.
Tesla can’t read hazards auto pilot on down hill wet leaking water but nobody knows where’s the water authority citing these casinos? They waste water and have no regulations. Corner homes on a downhill and people speeding and wet conditions along with auto pilot? These electric vehicles aren’t good toxic waste and no such thing to actually drive it’s self.
