C.G.S.A. § 14-230 (a) and (b)
Drivers must drive in the right lane except when overtaking and passing another vehicle proceeding in the same direction; overtaking and passing pedestrians, parked or standing vehicles, animals, bicycles, mopeds, scooters, vehicles moving at a slow speed, or obstructions on the right side of the highway; when the right side of the highway is closed; upon a highway divided into three or more traffic lanes; or on a highway designated for one-way traffic. Slower traffic must keep right.
