Supersonic was actually was being worked on before Dragon Ball Super Saiyan came out But because it wasn't finished, you're kind of right. But I guess you can say Sonic came up with the idea first, but Dragon Ball inherit the idea.
You know how some companies come up with ideas that other companies they already came up with the idea But lack the means to complete it in time.
So you can say, Sonic was the one who came up with the idea, known as the Grandpa genius and Dragon Ball inherited as a young teenager who just wanted to be popular and it did.
