It's a shame that some heists got ruined by future difficulty updates. Like many of them (e.g. biker heist, aftershock) were made for much smaller enemy numbers.
I actually like Border Crossing a bit more than some. Despite the low effort, the Mexico section actually feels a bit like shadow raid with the free looting and variety of approaches. Loud can suck it though.
Honestly I actually love Framing Frame loud, weirdly enough. The spectacle of day 2's ambush is quite good, still one of the best scripted encounters in the game imo. Day 3, while just powerbox defense, is honestly a kinda fun layout.
You don't have to wait for the taxman to pick up the harddrive, if you simply shoot without a silenced weapon the cops will be alerted and the heist will start early. The only difference is that you will need to find a crowbar to open the trunk, since the taxman hadn't grabbed it yet. Great list! Many good points, and I agree with most of your rankings. Transport harbor is the best transport heist though, change my mind.
I didn't even know there were so many missions in the game, although I played from the start. My favorites have always been the straightforward ones - 4 stores, club, firestarter. The missions of the following years were all over the place and too complicated in goals that I stopped playing. I hope PD3 will be more arcade fun and about HEISTS
Random note, Brooklyn Banks intro explains the no van driver, Locke controls it with a remote control... I guess overkill never enabled Twitch when developing the level and thought it was funny to make it canon that its remote controlled.
Something worth noting, safehouse raid, while disappointing in it's underuse of the safehouse and boring objective, does give quite a lot of Continental Coins upon completion, I'm pretty sure this happens even if you aren't hosting. Even then it works as a great showcase of whether a build struggles, can hold out, or can just simply take control of an entire map, which is not that hard on mayhem, the difficulty I usually choose.
I actually enjoy any heists that involve vehicles which is a shame due to how jank they are. aftershock for example is a great concept that I love, if anything I just wish the driving section was longer and more linear similar to goat simulator day 2.
I respect your list although I think you forgot something to mention some episodes being lore reasons and everything finish up certain Heists ( which are by the way the following breaking feds, the golden grain, Henry's Rock, Brooklyn Bank, no mercy and shacklethorne auction must be done and as well as play a piano to get basically 20 of the 55th messages there are basically hints to certain achievements you need to unlock, go back to the White House ( nowadays you can do it by yourself or still bring a party if you feel like you need extra protection) a glowing painting and you will need to solve a riddles 5 times and you get to the rest of the ending just make sure you shoot that one spoiler character and that's it
I think Framing Frame Day 2 would benefit from the simple change of if you stealthed day 1 (meaning the cops don't come after you on day 2 after the deal), then you should be able to take the money bags to the van you started the mission in, instead of carrying 9 of them through the warehouse to the other side where another van is in now
Transport Crossroads has an ass load ATM's to raid for extra loot and you are basically guaranteed to have a saw with you which makes it higher up in my opinion
wow. interesting perspectives here. a lot of misses since you dont know the deeper intricate details that makes some of the heists fun and easier (looking at some of your stealth opinions)

Getting back into payday 2, finally moving up to PC from console. This has been great for deciding which DLC to pick up
