The audio will be played in sequence whether you skip the question or not. It is better to follow the instructions given by the invigilator on the exam day.
You can ask the invigilator for it. But keep in mind that you will not get extra 10 minutes at the end for transfer of answers as in paper based test. So I advise you to practice on screen directly.

If you have good command on computer then you should opt for computer based test. You will get more score on computer compared to paper based test in my experience.

The format of Computer Based IELTS is same like Paper-Based Test with only difference that you will not get 10 minutes at the end of listening test for the transfer of answers to an answer sheet. In Computer-Based test answers are typed on given spaces as you listen to the recording and submitted at the end of the test. If you feel comfortable with typing then go for Computer-Based IELTS. In my experience people who attempt CD IELTS tend to get higher bands compared to Paper-based IELTS candidates.

You can take notes on the screen if you wish to. Select the text then Right click to take notes or highlight the selected text.
