Keep in mind he is using FSR/DLSS. Hogwarts is a CPU dependent game that uses few cores but wants them high speed. Use a utility that shows what cores it is hitting the most, Ryzen Master should do, OC those cores and you can use core affinity. The game uses a ton of VRAM, try using lower textures to stay within your 6GB VRAM budget. Textures eat most VRAM but also give the main visual enhancement but you have to stay within specs of your GPU.
I agree on CPU but the GPU I would go AMD 5600XT its much, much, faster for the same price used. Its same performance as a 2060 if not slightly faster on average but, it cost a good bit less.

You need to track down what is causing the low performance. Is the RAM XMP enabled? Are you using one or two sticks of RAM? are all the RAM sticks working and in the proper slots? What is the CPU utilization when playing and the GPU utilization. What are the temps? You need hardware info app and MSI afterburner to get numbers to help track down the issue.
i know a freind that play fortnite he had RTX 3070 i7 10700k 32gb ram and play 300+ FPS but ther so many drops and he upgrade to i9 12900k and drops didn't disappear fortnite have bad optomization you have nothing to do

Do a 1tb ssd and or upgrade your ram. I have this pc setup and once i added a name brand $120 ssd it is a lot snappier

I'd get the ryzen 5 2600 simply because the upgrade path is better. After a couple of years get a 5700x3d so that your purchase would be more worth it

My friend has a 16gb ddr3 ram and rx580 with i7 4790 and he gets for fps than me

i have the same specs but with a gtx 1660 overclocked instead of a 1660 super i get about 5% less fps
