You don’t have enough brain power to understand what happened here. Mueller found 10 or 11 instances of Trump obstructing or attempting to obstruct justice. Mueller said that if he could have exonerated Trump, he would have but he could NOT so he did NOT. He opted not to bring charges against Trump ONLY because the DOJ policy is that a president is not to be indicted while in office. Mueller believes it’s wrong to accuse Trump of crimes if there can be no means by which to try Trump because of the DOJ policy thereby leaving Trump with no opportunity to defend himself. So, Mueller left it up to Congress to look at the 400 page report wherein they can find the evidence of obstruction so that they may decide whether to initiate an impeachment inquiry. Sadly, Republican lawmakers opted not to read the report and want to ignore the oath they took to uphold the constitution.

Mueller would have filed charges against Trump, except DOJ regulations essentially allow a sitting President to be above the law, no matter what alleged crime was committed.
Mueller made it pretty clear in his statement that the Special Counsel's evidence could only be used in court if Trump's no longer in office. Meaning Trump could very well be sent to court under criminal charges if either Congress impeaches him, or if the American people vote Trump out of office.
