I followed step by step and it says unable to find permission deafult permissions will be used. How can I get it to give me admin permission, even when i go in and setup admin perms it still does not read it

Usually due to the fact that the two names in your cfg and your recourses aren't matching. Make sure your using the exact same spelling on your server.cfg. Could be Vmenu in your recourses and vMenu in your cfg. That's what would cause an issue
Just add them in like you usually would and install vmenu. Don't add the cars to the spawner list on vmenu and then you can only spawn them in through the spawn code

So I followed along it all downloaded I'm able to see everything on the menu except world options
when I downloaded the folders, it won’t let me drag the “ permissions “ to resources .. any ideas how?

Set the keybind in the fivem keybinds section in game
When I spawn the cars thay come without keys so I can't store anyway around that?

Just add them in like you usually would and install vmenu.
Don't add the cars to the spawner list on vmenu and then you can only spawn them in through the spawn code
