That machine is a postage metering machine for outgoing mail. My job uses Pitney Bowes for sending out our large volumes of mail. The postage machines will apply the “stamp” directly on the envelopes so USPS can deliver, and then Pitney will provide one invoice for the total cost of all our “stamps” used in a month

Yes, it is Uarco. My wife worked at the Uarco in Watseka, IL in the early 1990's and they produced multi-page business forms that could be used with these machines.
The thing with the crank on the side is for writing up work orders , you write up the work order then you rip off the top copy put it with the thing to be repaired the yellow copy goes to the owner and the pink copy gets advanced in the machine when you crank the handle .... it goes back to the 60 or 70's . Our mechanic uses one
