As I understand it - and someone correct me if I'm wrong - it was commissioned for a smaller orchestra because the place where it was to be performed couldn't house a larger one. So this is really the original balance of instruments.
Yes, it was commissioned to do at the Library of Congress in Washington, D.C. There are a couple of other works commissioned for small groups to squeeze into the tiny pit there. William Shuman and Hindemith wrote for Martha Graham to perform there also.
