More importantly Jamaica needs effective l9cal government reform towards DECOLONIZING/DECENTRALIZING critical local government resources away from a Kingston-centric model which promotes sluggish/grassroots insensitive infrastructure maintenance (as seen in the poor state of community roads/public spaces for recreation etc., and the untimely garbage collection etc.). A comprehensive solution lies in the spatial administrative activation of the island's three ignored counties in order to collectively strengthen the resource smaller/weaker/fragmented parish based municipal corporations to be able to assume some of the more expensive responsibilities that central government ministries and national agencies are sluggishly performing (e.g. maintaining the island's ever growing network of community roads that eludes to effective focus of the spatially moribund central government bureaucracy in Kingston. County councils would be run collectively by a budget/county General Plan voting board of municipal mayors in order to engender the effective spatial democracy that is the essence of grassroots REPUBLICANISM since Jamaica seeks to become a republic and move away from the monarchical model of governance that the island's current structure of excessive UNITARY centralization reflects..
I'm happy that Jamaica and other black countries around the world are starting to develop and move in the right direction. Once these black leaders start thinking about their country more than themselves then it will be a good thing for the black people globally. In other words, his overtures to Jamaica and Caribbean nations should be viewed more pragmatically.
