Exactly, if he is 3b , law and kid must be 2b at highest... if they 3 , luffy must be 4 or 5 ... but I think 3b no make sense and very high for law and kid .
To be honest, even though luffy deserves a bounty raise, it would probably be dangerous for him and his crew if his bounty was higher than Kidd and law. Since they all have equal bounties, no enemies would group up against one pirate group. So in a way, luffy is being saved from annoyance.
That’s the thing tho, they made him lower and equal to law and kid on purpose because they don’t want the world to know that his devil fruit actually makes him worth so much more now that it’s awakened and that he beat Kaido 1v1… they didn’t even want his gear 5 to be shown
