Hiruzen was deadass the only leader during the time that even tried to stop the Uchiha massacare and deeply regretted that it even happend. Danzo was the one mostley behind it while Koharu and Homura whent along with it. Tobirama was a borderline racist but he did want to mend bridges. Hashirama was decidedly not against the Uchiha only against Madara and that was after he betrayed the village. If anything the massacare happend because of Madara and his machinations.
I see your point but like, almost all of the Uchiha demands were simple af. I get that we are supposed to think Hiruzen wanted to stop the massacre... but what did he do between the time Itachi and Shisui reported about the coup to the massacre happening??? We are not shown him even attempting to talk to Fugaku- pretty sure Itachi specifically mentions that the Third hadn't done it, actually, in a light novel. So he didn't try diplomacy, he didn't reign in his advisors... but he just REALLY wanted all the conflict to stop, apparently. I think you are right in terms of what the author intended, but that's straight up not part of the actual story at all lol

The last naruto movie is the only one I am willing to rewatch, the fight scenes in naruto films are just pretty garbage, so the only movie worth watching is the one actually about deepening relationship and showing fuzzy feelings between Naruto and Hinata. Also, except for Boruto I guess, it's the only actually cannon movie.
