08:49 Water can definitely help dehydrated plants, I'm a new gardener (3 years) but I've learnt alot so far and have rescued many a seedling, let alone plants, that have collapsed and withered from dehydration. It is best to water them when the sun goes down, or before the sun comes up, as when you water in the peak of the heat most of the moisture will evaporate before getting the chance to rehydrate the plant.

Yes watering usually makes it better. Watering first thing in the morning before sunrise helps. Also watering in the evenings, atleast twice a day. If you can harvest rainy water, when the rains come it will help during dry season. Well done, don't give up on them yet, try watering them.

The only way to help your crops when there's no rain is to manually water it but also cover around the crops with grass so that the soil retains moisture even if you don't water for days. Also try not to water the leaves of your plants. Water the root base instead to prevent the sun from scotching the leaves on hot days. Take heart, you are doing a good job
Wonderful. But don't put too much salt in the water for the cows because it will make the thirsty as the salt content dries up their inners. If you need to put any salt in just put 1 teaspoon only.

Get a water tank in ur garden so u can open it when it rains and close it when its sunny. Collect the rain water to water the plants. I think thats a good idea. What do u think?

Look into Drip Irrigation as it doesn’t use as much water. Also cover your soil with Mulch so evaporation is slower.
