Can Eb13(#11) be regarded as F7/Eb, Could you say relationship F7- B7 - Bbmaj7, dominants - tritone substitution dominants - tonic progressions, if you can see it? Or is there another theoretical relationship?

at least for me i consider the Eb13 as minMaj4 with the flat 7 in the base.
