I might be going insane, but that looks like a traced over/edited photo from Gran Turismo 4. The background looks like the Hong Kong city track judging by the lights, sky, and barriers. Not to mention the Mitsubishi character looks like a real car edited to look like a Pixar car.
I knew it looked familiar. I swear I've seen GT4 images use this camera angle before too.
The PS3 version of that song is used a lot in the DS game, arguably the main theme for it

The Night loading screen theme has not actually been unused it normally does not appear due to a bug but in fact it can appear on rare occasions, once I had the luck to witness it appearing in one of my games, I came across this loading screen, and on the 4th Radiator Springs Grand Prix the East Valley area would be reused in Race O Rama as seen in the first trailer where McQueen goes beyond Ornament Valley, it was probably removed due to lack of space.
The Concept images of Race o Rama are actually from Cars 2 the game that was initially going to be the next game but for obvious reasons the game had to be Reworked, for these Concept images I presume that Race o Rama would be a big budget game since the game was low budget, understanding that they would have more budget at the beginning
5:05 did you know that in the PC version of cars made a national if you go into the texture files for lightning McQueen, you’ll notice that there are two paint jobs that were unused, but still can be found. One of them is a a more upscaled and better detailed which is his classic cars 1 paint job and the other one is is Dinoco paint job.
Both of these were going to be in the game as well.
However, if you swap one of the texture files to the on used cars 1 Rusteze and when you run the game, you will notice that it’ll look weird.
The reason for this was because the texture layouts for this file is completely different compared to the other ones that are in the game

Would’ve been nice if they kept the night loading screen in the Cars 1 video game. I like the night loading screen more than the day time one.
Pinehills International Speedway could be Pocono shaped as the promotional art for the environments does show a Pocono shaped track. There is also a lot more environment promotional art in the game that Im not sure what some are referring to.
Mater's Countdown Clean-Up is playable in the final version but requires a cheat code to unlock it (like Mater's Speedy Circuit and a Ghosting Mater level on 360 and Wii consoles) but once u reach 100 garbage points, the mini-game doesn't end and still continues until the timer runs out.
"It doesn't get any better than this" does have a full rendered cutscene however not shown in story mode.
East valley bit might be like how it was in Cars Mater national since u can explore a more eastern side of Ornament Valley. Im not sure if this more eastern side of Ornament valley in mater national could be the east valley bit its referring at.
The Black Crowes Go Faster albeit not in the game was in NASCAR 06 Total Team Control.

This is a very comprehensive look into unused content in the games, and being such a big fan of the games myself, I really enjoyed watching it, although I was disappointed with not really showing much of the content by itself, which I get for the video’s runtime, but wish you just provided links to your sources in the description, you had links popping up on screen but… c’mon, nobody types URLs out anymore, I feel like this video does a great job at introducing me to cut content, but leaves me wanting more since you really didn’t focus a lot on them, I’d love to do the digging myself and look into it a bit more, which is what I’ll actually do in a bit, but just wish you could’ve focused on and showed more of it off, still a great video tho, learned a lot from it

Seeing Cars 1 McQueen getting scrapped from cars 2 pissed me off so bad that was my favorite Lightning McQueen design

Update: Pocono is the closest track i can remember as the name is similar even though the concept art of it is a stadium track.

i've been also digging through a lot of stuff in cars video games. Here are some things you may could have been added, or some things corrected.
That is true that race o rama and mater national had some cool concept arts, such as otto arts (you can find them on google) then the stickered otto (or whatever the name was)

You missed one thing from race o rama, there was an unused dinoco mcqueen monster truck (he had textures, but it was messed up)

Mater's Countdown Cleanup is not unused, however if i recall correctly it's only in certain versions of the game and is unlocked using cheat codes
edit: the "tow mater" instructions screen may be an early version of the one for Countdown Cleanup, that minigame is also the only one that is arcade mode only and lacks a cutscene

Hold on at 22:27 Blue Grit was playable in Cars Fast As Lightning, along with Sandy Dunes, Shifty Sidewinder, and Idle Threat.

The word 'remake' basically means a completely new game based on an older game, usually a classic. But there are variations on how this is defined.
Rebuilding using modern technology
Videogame remakes in the classic sense could almost be viewed as a process of painting by numbers. Many of these projects will simply take the original game's mechanic loops and ideas, and rebuild them using modern technology, with better controls and often new assets, with the result usually being an experience you’re familiar with - but much more polished.
Great examples of this type of remake are the likes of the Spyro, Crash Bandicoot, MediEvil and Shadow of the Colossus remakes, which in their new guise are visual recreations that bear an uncanny resemblance to their original retro counterparts but aren't exactly the same game. Same idea, different execution
Now, though, we're starting to see total remakes that are more than just a better version of the original. They're essentially different games, even if they use the same story, setting, music, art style or gameplay ideas.
We might not have our hands on it just yet, but the upcoming Final Fantasy VII Remake is looking to be a prime example of this, ditching the traditional turn-based shenanigans of the original and instead using the mechanics of modern Final Fantasy titles. Regardless of Final Fantasy VII’s complete overhaul, Cloud will hopefully still slip into that cute purple dress like he’s supposed to.
Resident Evil 2's 2019 remake, too, is designed to mirror the original as much as possible, but instead of the 1998 version's fixed camera angles, it's a more modern over-the-shoulder third-person shooter. This approach shows how you can give people a comfortable dose of nostalgia while still making a best-in-class game for today's players. No wonder Resident Evil 3 is getting the same treatment.

That's what I think about all this in the first 2 games, everything remains as in the final version, but in race o rama I want to see 15:12 2 types of wines similar to Chico, also a mountain location 16:17 (Alaska) where the boss was this 16:16 orange car and McQueen was in this 16:06 body now cars 2 I want to see in the game Sally, Mac, Lizzie, piston cup racer number 52 I don’t know his name, Michael Schumacher, Trip Clutchgonetsky and Lewis Hemiltan now cars 3 I want to see this type of menu 23:20 in the game I also want to see Kel Weathers, Cruz Ramirez with number 95, Fillmore, Serge and Luigi.
I was hyped for the cars 2 game as a kid bc even tho the movie was eh to me I thought that the game would be better, thought the game would be like cars 1 video games, so I was excited and then I was let down.. I was extremely disappointed.. and then the fact that they did the same thing to cars 3?😭 no more video games like cars 2! I also forgot about the video games for cars 2 and 3, but the cars 1 video games was my childhood!!

Did you know that there's going to be a trailer for Cars in The Incredibles video game? It's true! In the July 19th, 2004 GameCube build of The Incredibles in the Extras, you can see a selection for the trailer for Cars along with the following FMVs not seen in the final product
