The technique is to use Base Goku hand spirit bomb (level 1) into the Piccolo assist and it provides enough hitstun to use the Lvl 3 spirit bomb.

For Gogeta: you can do 2H to get a knockdown (before a J.h) or you can do light rekkas after j.h but you get no oki midscreen but better corner carry. if you are in the corner you can end the light rekka with M and they will do a bounce like bardock's 214M
Edit: Also, you can do 236s for knockdown after a smash j.h, this is mainly used if you super dashed the opponent.
and, its better to use EX Dp, it has a lot less recovery and can combo if your back is to the corner. if you do 214m however you can j.h into vanish and then super dash to get a combo.
If you decide to play Gogeta again a good way to get a sliding knock down with pressure is his job. You can do the 236s mix up in the corner with the J2h
