I guess they are modelling in blender and making the unwraps in pepakura designer. It's a common workflow. Though for steel structures you may want more precision via a CAD system... I use Creo Parametric to design sheetmetal stuff and you may use this software to create both 3d model and the unwrap. Of course most cad software can do this.
