I don't think you can really say that any Dota player is the best. However, as this video clearly demonstrates, Dendi is the best Pudge. Other really good pro players are BurNIng, LighTofHeaveN, and AdmiralBulldog, just to name a few. There are lots of really good players on the pro teams: more than I could name here. If you want to know who is really good, just watch some of the highlights from pro games in major tournaments and competitions. In terms of regions, China used to have almost all of the best Dota players, but recently Europe/Russia has had a lot of really good players and teams.
