You don't test to see if you can charge a unit with Terror, you only test if you are charge by a model that case terror. You also give the opponent a -1 to their Leadership Characteristic if you win combat and the roll their Break Test, this is quite important. Terror casuing units also follow the rules for fear, that means you only roll fear if the opponent outnumber you. The General was outnumbered but the knights was not. You also don't get free reform after you pursue or overun someone, you need to pass a leadership test.

The rules say: “If not immediately dispelled when cast, you may attempt to dispel a Remains in Playspell cast by your opponent during the Conjuration sub-phase of any of your subsequent turns.” So remains in play, like a vortex, can only be dispelled in the start of YOUR turn, not their turn.

if you have a unit's strength greater than that, you don't check when charging LD. only in combat after a failed Ld check you have -1. page 168.
