Yes offcourse maintanence charges are mandatory bcz before handoverging the houses gov made the payments for watchens and other staff's but after handing over the house it's our responsibility of maintainance that's for what we are paying the money .Before paying you can ask your admis to show the complete details regarding maintanence so that it will clarify all your doubts.Hope u got the answer for your doubts from my side .
