Since fighting sheets of Styrofoam is kind of Hit or Miss where I live, what would happen if I just put another row of tires?

I understand you're supposed to put cardboard inside the tires before the dirt but what if you find a bunch of tires that the walls have pinched together?
(Perhaps from being out in the sun and exposed to the elements)
