People could get walled from across the map, scream aimbot and hacks, and then see Jacky’s name and just be like “Oh, WackyJacky101. Totally reasonable.”
Honestly though, tell me if I'm missing something, watch the kill from wacky's POV, I've watched it multiple times on .25x speed and he does not hit him, I'm guessing that's PUBGs terrible dsync?

Some players can’t admit they were bested. So the immediate find a reason being d-sync, server or probably cheating. You’re right though, people should wait for evidence. To each their own limit though. = )

PUBG on console is like that (but looks more digital) :( we have no other option but to play like that

Don't sweat it, alot of PC players including some pros use low graphics solely for reliable high frames. Anything beyond running the game smoothly is completely unimportant beyond asthetics (such as skins). As a matter of fact, some situations low graphics actually gives advantages on several FPS games I've played, as it causes textures so be much sharper and lighting much clearer.

I still don't understand how weapons work in this game
On a spectator mode it makes the gun sights looks slightly different than the actual gameplay. Plus, this is not just any random player, this is WackyJacky 101
Go to the training room mode, grab yourself some guns of your choice that you would use in a game, and use the moving targets on the firing range to practice your drop/lead with different weapons. You can also practice your sprays.

@Khalid its not really bugged ... most games use a lower tickrate for replays/killcams, thats why they look weird when you move quickly and it often looks like the weapons dont have recoil in some games cuz the animation doesnt get fully displayed because of that
Sometimes people are just lucky. I've once killed a fleeing player with a Kar98 with iron sights with a head shot. Didn't even aim for the head...
