I think it's Ripperton Love, although this live rendition is very different from the album version. The lyrics of the album version come in around 31:10, but I can't figure out where the lyrics before that come from.
Actually, after some more research I found the live version of Ripperton Love on the Live Vibes (2018) album by Tank and the Bangas, which is very much the same rendition as the one here.
I don’t get it, when they sing an actual song, they sound fantastic, but most of it is just noise to my ears, I better stick to REEL BIG FISH, and that sound from down the way…
It's an experience. The noise is often part of the story - the chaotic sound conveys feelings. In the song Quick, it sounds loud and fast and chaotic because it's about being drugged, and struggling against the man who drugged her while the car is going 60mph. It's intense and she's high and scared and slightly subdued by the drug - the music makes you feel like you're on the edge of your seat. You don't know whether to dance or to panic.
