The 16th Amendment does not allow taxation on unrealized capital gains. Just proposing such legislation violates his oath of office to uphold the Constitution of the United States and SHOULD result in his removal from office.

The tax on unrealized gains has been a thing for a while. It’s for people above a certain threshold of profits. They keep trying to do this, but they’ll never be able to. Janet yellen-Powell proposed this a while ago

Its more kind of a tax prepayment, example you buy bitcoin for 10K in Year 1 and just HODL, at the end of Y1 it went up to 20K (you have to pay 2.5K on unrealised gains), 20K gets your new baseline, on Y2 it goes down to 15K (you have to pay no tax as you made a unrealised loss), in year 3 it goes up to 30K and you sell (you have to pay again 2.5K on your gains)
And if for some reason you need to sell at a loss because of a catastrophic event? No reimbursement.
We have this in the Netherlands too, which is extremely stupid and just causes people to think of myriad of ways to not pay taxes, not close to 44% though... And not just unrealized gains, it's also fictive taxes believe it or not, and yet it hasn't stopped people from holding bitcoin here. The Samourai wallet scandal is much worse imo, that to me is a global abuse of power.
Not to even mention the irony of companies like the bank of america offering cash withdrawals in exchange for a fee, which can be used for anonymous money laundering, it's basically just the same...

The non realized capital gains tax only applies to increased value. There is no deduction for drops in value.

Capital gains is 45% in australia on realised assets and around 25% if you hold the asset for longer than a year. They can't take unrealised assets because today it can be up tomorrow it can be down. There will be a revolt in the financial industry; I hope
