It comes down to skill and connections.
But essentially everyone in T500 sees each other semi regularly in games anyway, so it likely isn't too difficult to form those connections.

I was wondering about this myself. Maybe it's a latency/server thing because of distance and/or it gives PR a chance to compete under their own identity rather than " Just a colony of the US."
Literally in every sport the US and PR are two different teams
In the olympics PR represents themselves several times. Being a territory instead of a state of the US allows this despite everyone being American by birth.

Non American here, isn't puerto rica a part of US why are they a separate team?
PR is defined as a “free associate state”, to hide the fact it is still a colony held by the US. That gives us the freedom to represent our country in different world events like this one. There’s a lot of sports event we’ve participated and won the championship, never seen a gaming one until now though.
