Tiger tail is a beading wire, stiff, with a steel braided core. The more flexible sort could be used for felted beads, the stiffer ones I'd advise against.
i've learn, almost 20 years ago, to create multi-layer balls to cut in the midle, but it takes a lot os time for the wool layers to felt properly. is there any faster way of doing it?
Not really - it's a case of rolling rolling rolling and lots of hot water. You can try putting them in the washing machine too - but you need to re roll them afterwards as they will be mis-shapen x

Yes you can but weirdly you don’t really notice it when you chop the beads up 🤷🏻♀️
