Ulpian solo : A tier
Ulpian + gladiia : S tier
Ulpian + AHsquad : SSS tier
wait I just realized that since S3 is technically counted as a redeployment, unless you bring Mylnar, Ulpain will always be targetted... The man literally breaks a core mechanic of Arknights through technicality.
The best part of him is that his S3 removes any debuffs or elemental damage xD So yeah, it's as you say - he redeploys himself basically

He seems very good on his own, and gladiia fixes his major issue, if you play him in AH he's very powerful and pretty much immortal, without AH he's still strong but the difference is notable

His only problem is extrem low surviability and extremly bad self-sustain. Being in 1 of the worst class for defensive and survial in game while having almost zero-self sustain make him quite bad without healing unit. His kit is full of offensive and it's a really really strong type of offensive skills, + 300% Attack at M3 while having 1,8K attack with talents 2 and huge base attack of Crusher, s3 also teleport and stun enemy in contact with his archon (Really OP and versertile ability), although he most likely to have 9-10K HP with s3, he not that tanky due to being a crusher, he can only take a few hit and need to retreat back to his title due to zero defend and bad self-sustain drawback. And funny how we could solve all of that just by using a free unit, Gladia alone solve all of his problem and making him a top tier unit. Using others AH unit isn't force, they only give More HP%, ATSP and ATK% which Ulpianus already have enough to be consider OP. Also others AH unit is Gacha charecters which alot peoples won't have expectly Skadi and Spectre alters. If you having all of AH squad using all of them at the same time will create a squad that so strong likes every one having a OP active skills on top of they own skills.

With AH team we have a charecter that have 6,5K atk, 16K Hp, 30% dmg reduction for art and phy, Decent to good ATSP, 3,5% HP regen per sec while also dealing a bit more dmg due to normal spectre buff, oh that monster can also teleport half the map in a line to beat the sh*t out of his enemys. He as charecter himself is bad to decent due to having a almost full offensive skills set and talents while being a crusher. But with his ex-wife and childs, bro become a Monster in our teams.

According to the wiki, his talent 2 stack count doesn't reset at all unless he's fully retreated. Hopefully people will put out some gameplay confirming it, but basically it's a pseudo redeploy that has different properties.
I thought Gladia's animation attack was weird but now i see that's not that bad

Even without ah buff, his atk scaling is just crazy, +160% atk from s2 and +260% from s3 for his 1649 atk (without 2nd talent and potential) is just massive. 25 sp cost for s3 is also too good of a skill cycle for a strong skill.

Hard to call him "good enough", he himself is pretty nice and gladiia fix his problem

They have fixed it after the co-op

they fixed it (potentially in part due to lowlight trying it at one point on stream and failing)

I like him. By himself he's worse than Hoederer, and in order to compensate for his glaring weaknesses he needs dedicated support from at least one other specific unit (Gladiia). Fully buffed, he's an absolute monster and most likely the new highest stat unit in the game, but if you need to bring up to 4 other faction-specific units to make one Operator good then you deserve an overpowered operator at that point.
It's a good way of not making him completely invalidate Hoederer. Ulpianus may have the more inflated stats, but Hoederer still has the superior self-sustain, utility, and solo potential. Hoederer can solo 7-18, Ulpianus however will never be able to because his kit RELIES on bringing the other Hunters.
You only really need Gladia and maybe Spalter
