Take a look back at the final frame of "My Shot" and compare it to this one. This show does a brilliant job comparing and contrasting Hamilton and Burr with just the lighting. In "My Shot", Hamilton's defining character song, he ends left hand raised, in full light, surrounded by others; compare to "Room Where it Happens" where Burr ends with right hand down, alone, in full shadow, finally settling in to his role as Hamilton's opposite in the story.
In my humble opinion, this is the best song in the show. It's absolutely incredible how it can be both a showstopping musical number and a rich addition to the themes explored by the show, especially the contrast between Burr and Hamilton, and Burr's tipping point where he officially turns to the dark side.
Lin Manuel Miranda said in an interview that he tried to come up with the best songs for Aaron Burr so we, the audience, would be able to sympathize with him best.

I'll agree, but "Hurricane" is HUGELY underrated and underappreciated, especially the choreography.
