In other words, the verb 달다 (달라고) has "himself/herself/myself" in its meaning not only the meaning of "give."

I think this is clearer than the version in your book. In KMS3 when explaining 주라고 you said "the person doing the verb" rather than "the person asking" and that always confused me. Also it seems to matter whether someone is asking for a favour or an item. 이거 철수가 에릭에에 전해 달라고 했어요. vs 이거 철수가 에릭에에 주라고 했어요 Because in the first one, Chulsoo is getting the favour and asking for it. But in the second, someone else is getting the item, but Chulsoo asked.

I guess the thing I never get about this is what if _both_ the speaker and someone else are benefiting.
I owe 철수 some money and I tell 영희 to pay it because, well, I'd rather 영희 pay than me. I tell 영희 to pay 철수. 영희 asks what I said.
철수's getting paid so he's benefiting; I'm not paying (and the loan is being repaid) so I'm benefiting. Does 달라고 or 주라고 depend on how I want to frame the benefit or is there one that is obviously correct (maybe 달라고 because 영히 is paying on my behalf)?
What about ㅇㅇ가 안부를 전해달라? It roughly translates to ㅇㅇ says hello/ sends his wishes. Receiver is not the same as the one saying it. Is it some kind of exception?
2nd question(a bit off topic)
What is the difference between saying 주래/달래/하래 etc and 주라(고) 했다 / 달라(고) 했다 etc.
In your example, the receiver of the favor *is* the same person asking. The person originally would've asked "Tell him 'hi' *for me*" (안부를 전해 주세요). As for your second question, the ~래 endings are just shortened quoting forms with the ~해(요) ending. ~달래(요) is ~달라고 해(요).

can you only use this on yourself? and when using this on yourself do you have to write your own name or do you just write 내가...?
No, it's used by and for anyone. You might be confused if you haven't yet been using quoting forms already, since this form assumes you're already really familiar with quoting (it's a bit on the intermediate side). Some things you can review first are the (으)라고 command quoting form, and the Plain Form. Once you're familiar with those, come back to this lesson and it'll make more sense.
And when using it on yourself, like any time you're using pronouns in Korean they're not necessary unless it would be vague not to use them.

It's an intermediate level topic so it might not be easy to understand yet. After learning quoting in Korean, the Plain Form (for quoting), and the ~(으)라고 form, it'll make a lot more sense :)
Seemed pretty clear and concise to me haha :D 달라고 is for when the person asking for the favor is also receiving the favor, The other is for when someone else is receiving the favor. Pretty straight forward :P
