I feel like this is a missed opportunity with this contingency plan. The only way to contain John Rambo as a threat is to give him what he wants... peace and solitude. To that end, I can see Batman going to great lengths to renovate Rambo's family ranch and give him an automated security system keyed to him alone so that no threats could come find him. This protection would also extend to those few people Rambo lets into his life.
