This is Snap Camera by Snapchat on a Windows 10 PC
Snap Camera version 1.0.0 still has some bugs and
doesn't work properly with the Skype Windows App and
doesn't work with Hangouts for RUclips live streams.
Snap Camera only seems to work with Twitch for now AFAIK.
Future updates may solve this problem. Watch this video and
see if Snap Camera is right for you yet.
