His model name in the source code is 'GreaterDemon,' and he has a loadlist for places like Murkwater Catacombs, Raya Lucaria Academy, Gelmir and Auriza Hero's Grave. I imagine the developers looking at the ''Greater Demon'' and saying ''Damn, the final design of this Boss is too good to be a regular enemy, we should give him a story and a deeper context.'' It's like when you create something for a purpose but you end up liking the design so much that if or if you should put it in a more relevant place, the source code reveals that in the fight with Malenia, Miquella originally had dialogues during her sister's phase change - "My dear twin, accept this gift "A gift of abundance, my last drop of dew. Let all things flourish, whether graceful, or malignant." So Mogh and his entire story and context were added very late in the development of the game to the point that just to add Mohg and his story they had to throw out a lot of things that were already programmed and ready. I have no doubt that the developers at some point looked at the Greater Demon model and thought it was so good that they ended up turning it into the Mohg that we all know.
We heard you guys saying bleed is OP in elden ring so we made a boss fight where the floor bleeds you out in phase 2

@Verminlord Soulberry88 60 is required pass morgott (75 and up)
