Just in case you don't know, the reason Pucci was appearing was because of The World Over Heaven's ability to rewrite reality, making him able to augment his stats, heal himself instantly, give him new powers, as well as to summon people of his choosing, he can also erase beings from reality. The only real downside is that he has to, for example, touch someone to erase them or heal them. If he had even half of the capability I just mentioned he'd prob be the strongest characters in the game, but he has to be nerfed ofc to make him possible to beat.
You forgot to mention he needs soul power to actually perform any of this, but of course considering how powerful he is that isn't a challenge

I believe after he absorbed the corpse parts, he did not need to rewrite using physical contact, as he overwrote the setting of the entire final boss battle. He still needs his hands to overwrite reality.
Don't forget the extended time stop he has that means even fester Charakters are not a Problem couse they cant move or sense in za wourldo (technicly Dio schould be Abel to hit ultra Instinkt goku just saying)

The reason dio can use all those other stands is because one of his abilities is Reality Overwrite
Last time I played mugen I was a kid and Nightmare SSJ4 Broly was the most broken character there is. Seing guys like Goku op, Pucci with the glock or every version of Dio makes Broly look like a chump 😂
All respect but Dio Oh would solo a good amount of op anime characters, he can just time stop and reality overwrite them, BUT Dio's personality would not let him just make them desapear from reality, he would probably like to kill them using his on hands (like he tried to do in Eyes Of Heaven).

fun fact about Dio Over Heaven is that he is actually nerfed in this video because in the actual game he is from he can erase you from existence just by touching you one time meaning he is basically just slightly less overpowered Zeno
But he also won't take damage from zeno. Jotaro is the only one that can beat him because Dio is in Jonathan's body and that will always boost jotaro to be a perfect counter or dio or specifically giving him the same kind of stand

DIO oh was capable of beating Saitama if his invincibility lasted forever in that fight. SI was gonna ask whether Saitama one taps himself, however since he does indeed take damage, I reckon he can.
Actually, believe it or not, he can't. I play this Mugen everyday and I tried it once. The battle will turn out eternal. Saitama is just too op. He can't even one tap his own self.

Im pretty sure the difference between the two dio oh characters is that one uses all of the abilities of the other jojo characters as well as his own (so d4c lt, mih, ger, kq or maybe btd, cream and etc) while the other dio oh uses dio regular abilities ( Vaporizing freeze, space ripper stingy eyes, things that all the dios can use because there his cannon vamp abilities) and dio oh as said in other comments could just one shot almost every character with reality overwrite but dios personality probably wouldn't allow him to as he is very cocky and thinks of fighting as something to do for fun not life or death since with all his powers he views himself as a god who cant really die even in part one it was his downfall because he wanted to experiment with vampirism instead of just killing Jonathan ending the series there
