Of course they can break fast from a non Muslim, there's no divide between Muslims and non Muslims when it comes to maintaining relations, the only thing is that you should make sure the food does not contain haraam thing like pork/alcohol and you should not offer food to a Muslim who hasn't fast during the day
When on menses you can touch the Quran but you must put on gloves first, avoided is the direct contact. A Muslim can keep a dog for hunting not security, Allah provides security.
