they've also announced changes in the neet-pg exam pattern a month before 23 june, announced postponement 10 hours before exam had to occur, and have announced it 3 days ago that it will happen on 11 august in two shifts now

The guy went for leg surgery. Doctor performed circumcision (khatna). It's a compliment because the guy had a big penis so that the doctor got confused and mistook it as a leg.
