  • THE CONTEXT
    An effective and fair election is the bloodline of a well-functioning democracy. As a result, the ways elections are conducted, including overall election financing, affect the overall performance of the resultant democracy and the related public institutions. Nepal recently conclude the nationwide local elections on 13 May 2022. The country is planning to hold the federal and provincial parliament elections later this year. Alarmingly increased electoral costs in all spheres whether it is in election management or election security or campaign costs have raised many concerns including the integrity of elections. To start preparing for the upcoming elections, the Election Commission has asked the government to allocate an estimated budget of NPR ten billion for only the election management part, about one-third amount of Karnali Province’s annual budget for the FY 2022/23. In this regard, elections in Nepal are getting very costly given almost stagnant local revenue-generating activities and the increasing GoN's need for massive funds for financing large infrastructures and building major industries in the coming years. Experiences from the past have shown that the increasing election costs are a matter of concern as it affects overall election mechanisms, post-election governance, and policy-making. In this regard, for the third episode of the “नीतिका कुरा: Policy Talks”, our in-house researcher Ms. Samjhana Karki sits with Mr. Bhojraj Pokharel, former Chief Election Commissioner of Nepal and an expert on elections-related issues from Nepal and other emerging economies, to discuss elections, election financing, and their possible implications on overall policymaking in Nepal.
