It was never really clarified whether he remembers his time in hell or not. A memory wipe during redemption from hell to heaven does make sense though since it helps avoid any bad habits or trauma from hell resurfacing back and eventually ruining their time in heaven.
I hope it's side effect of the redemption progress

Amnesiac Penn is hilarious for comedy, But I honestly prefer that the story be that he remembers bits and pieces And thinks that the death ray He died trying to fire off in Adam's face was a solar beam like a Bulbasaur. Andy remembered bits and pieces of Cherri Bomb, but Not any of these specifics of literally any interaction and thus we are allowed the joke of Cherri forgetting to warn amnesiac Pentious that his package is not safe for angel eyes Meaning keep Emily far away. And hell's rival couple accidentally ruins Emily's innocence because Penn decided to open Cherri's letter and show Emily.
